Alaska utilities have incentive programs that modernize rates and rules for EV charging, provide the opportunity to receive an EV charger, support the adoption of air-source heat pumps, and embrace the transition from on-site fossil fuel-powered to electric-powered equipment, tools, and devices. These programs can be utilized by industrial customers.

Arkansas does have utility and state energy programs that support the electrification of the industrial sector. The nature of these programs varies and includes technical assistance, plant surveys, and incentives. Entergy Arkansas offers programs like the ""Commercial & Industrial Energy Efficiency Pathway" which provides incentives to help facilities reduce peak electric demand and annual energy consumption. They also have a ""Go ZERO"" program that allows customers to cover 100% of their electricity consumption with clean energy. Southwestern Electric Power Company (SWEPCO) offers a  ""Commercial & Industrial Energy Efficiency Pathway"" program, similar to Entergy's, to help facilities reduce energy consumption and improve building performance.

The CEC administers the Industrial Decarbonization and Improvement of Grid Operations (INDIGO) program that was established by Assembly Bill 209 (2022). Eligible projects should enhance electrical grid reliability, electrify processes that use fossil fuels, and incorporate renewables and energy storage. This program also allows for increased energy efficiency of industrial processes and for development and deployment of novel decarbonization technologies and strategies. The CEC also administers the previously mentioned Food Production Investment Program (FPIP), originally established in 2018 with $117.8 million in California Climate Investments and extended in 2022 (Assembly Bill 209) with additional funding of $46.2 million to continue the program through 2029. Eligible projects will help California food processors work towards a low-carbon future, demonstrate reliability and effectiveness of advanced energy and decarbonization technologies and strategies, and enhance electrical grid benefits such as reliability, especially during net peak periods. The Colorado Energy Office offers greenhouse gas reduction project identification assistance to all manufacturers in the state through the Clean Air Program's Technical Assistance Offering. Participants of the offering receive no-cost ASHRAE level-II comparable scope 1 energy and greenhouse gas assessments of their facility which outline project opportunities (including electrification), costs, expected savings, and utility, state, and federal project funding opportunities. Separately, the Energy Office, through its Industrial Tax Credit Offering, provides 30% ""cost coverage"" via competitively awarded refundable tax credits to industry to conduct  feasibility studies, FEED studies, or other proposed energy studies (including electrification planning) to spur project implementation.  Additionally, Xcel Energy, Black Hills Energy, and Tri-State Generation & Transmission offer assessments. 

On the incentive side, the Energy Office has made available a total of $193 million for industrial decarbonization project implementation (includes electrification projects) which is available via competitively awarded Clean Air Program project grants and refundable tax credits.

Connecticut's Conservation and Load Management Program, administered by the two major utilities, has a robust efficiency program focused on the Commercial and Industrial sector.  Rebates and incentives are available for energy audits, lighting, HVAC, water heating, industrial processes, and refridgeration.  Rebates and incentives for commercial heat pumps and other electrification measures can be searched at: https://energizect.com/rebates-and-incentives?incentiveTypes=501 
 
In addition, the most recent Conservation and Load Management Plan Update references the importance of C&I decarbonization including, the importance of all-electric and sustainable building practices (e.g., Net Zero Energy Buildings), weatherization efforts and building energy management control strategies for commercial and municipal buildings, customer education, and demand response offerings to support fuel and carbon neutrality, including smart thermostats, air conditioner load control, lighting/dimming, battery storage, and industrial load shifting.

Iowa offers many utility-driven programs to support efficiency initiatives within the industrial sector. While there may be additional programs, those tracked by the Energy Office include 31 electric forklift related rebate programs, 11 electric vehicle rebate programs, 11 level 3 EV charger rebate  programs and 39 level 2 (workplace) EV charger rebate programs. At least two utilities additionally provide technical assistance to support the industrial sector.

Efficiency Maine provides electrification project incentives and technical assistance to the industrial sector through its Commercial and Industrial Custom Program. Incentives do not focus on any specific technologies, but rather base eligibility on minimum energy savings criteria and cost effectiveness. These program offerings are funded by RGGI, ARPA, and the state general fund. EMT's ARPA allocation included $6 million specifically for electrification and heat recovery in the manufacturing sector. The Legislature also provided one-time funding of $500,000 for an Industrial Climate Initiative, which EMT is also leveraging for the same purpose.

The Maryland Energy Administration and Regional Manufacturing Institute of Maryland (RMI) provides technical assistance to industrial customers related to energy performance. One effort, the e2m2 program, provides education, guidance, technical support, and assistance to manufacturers in navigating federal, state, and other incentives for the adoption of energy efficiency measures and renewable energy technologies.

The Program Administrators (PAs) offer technical assistance, site surveys, and incentives to support energy efficiency and electrification, helping industrial customers to leverage expertise from specialized industrial vendors. Participating customers are eligible for both custom and prescriptive incentives to electrify the equipment in their facilities. These programs cover all technologies that meet cost-effectiveness criteria. The programs support a broad range of high-efficiency electrification measures (including heat pumps and energy recovery equipment). Measures that rely on electric resistance, such as electric boilers, typically do not meet cost effectiveness criteria, though projects that incorporate a series of measures that meet cost-effectiveness thresholds in aggregate may be evaluated on a case-by-case basis.

Minnesota utilities offer a variety of programs including grants, rebates, and loans specifically to improve the energy efficiency and electrification of industrial or commercial properties. There are currently 50 programs offered which give financial incentives for electrification and efficiency measures including but not limited to heat pumps, Energy Star fixtures, LED lighting, electric boilers, thermal storage, and EV charging. The state also offers property and sales tax incentives for the use and implementation of renewable power generation at industrial, agricultural, and commercial properties. There are currently 7 programs specifically for industrial application. MinnPACE offers financing for energy efficiency and clean energy upgrades, and industrial properties are eligible.

Companies that are pursuing electrification efforts are eligible for all of Energy Trust’s Production Efficiency program offerings. This includes technical assistance, customer education and cash incentives through the Custom, Standard and Strategic Energy Management offerings.

New Jersey's public electric and gas utilities offer Energy Management Solutions programs to industrial customers, which includes SEM to  manage energy usage through focus on management of existing systems and processes (including behavior), as well as tracking and benchmarking performance to identify and evaluate energy optimization efforts; and retro-commissioning to identify operations and maintenance improvements in existing commercial buildings to ensure optimal performance of building systems and system interactions. The BPU's revised New Construction Program, to be rolled out in early FY25, will offer incentives for new construction of residential, commercial, and industrial facilities, as well as a greenhouse gas reduction bonus incentive to help prepare the building market for electrification and decarbonization.

Energy Trust of Oregon delivers leading industrial program offerings, including Strategic Energy Management, custom incentives for projects requiring technical studies, and standard incentives for lighting and non-lighting equipment delivered through trade allies and vendors. Energy Trust reported 19.2 aMW of Industrial and Agriculture Sector savings in 2023. Oregon also encourages industrial demand flexibility across industrial customers. Portland General Electric operates a successful commercial and industrial demand response program delivering 36 MW in 2023. Pacific Power and Idaho Power in Oregon territory have highly effective irrigation efficiency and demand response programs.

Pennsylvania is launcing a statewide industrial decarbonization grant program called RISE PA funded through the EPA's Climate Pollution Reduction Grants program. The purpose of this program is to offer $396 million in grants for small-, medium-, and large-scale decarbonization projects at industrial facilities to reduce greenhouse gas (GHG) and co-pollutant emissions. RISE PA is focused on reducing emissions from Pennsylvania’s industrial sector, which is the highest-emitting sector statewide and accounts for just over 30% of Pennsylvania’s total GHG emissions.

Within the state, utilities also provide a range of incentives and rebates for a list of qualified energy efficiency measures and custom measures which may include CHP, process upgrades, retro-commissioning, and other measures.

Tennessess has a host of programs that provide either technical assistance or incentives to the industrial energy sector. This includes the University of Tennessee’s Center for Industrial Services (CIS), which provides technical assistance to Tennessee-based businesses and communities, with a particular focus on manufacturing excellence; economic development; government contracting; energy efficiency and environmental management; and health, safety, and emergency preparedness: https://www.cis.tennessee.edu/. Tennessee Tech University and the University of Memphis Industrial Assessment Centers (IACs), also help manufacturing facilities operate more efficiently while simultaneously educating students in industrial energy assessment including offering a no-cost energy assessment for certain eligible small- and medium-sized manufacturers. In order to promote energy conservation throughout the public sector, OEP’s SFUM team provides no-cost technical assistance to State agencies and public higher education facilities.

Distribution utilities offer custom incentives under Tier III of the Renewable Energy Standard to reduce fossil fuel use; these typically take the form of electrification fuel switching. A key example, at Vermont’s scale, is electrifying maple syrup production. Vermont’s three largest utilities also offer flexible load management programs and pilots to shift loads outside peak hours; typical loads are commercial HVAC, water and wastewater pumps, and electric bus charging.

Washington offers technical assistance to industrial customers exploring onsite energy and efficiency projects through the Washington State University Energy Program: https://energy.wsu.edu/IndustrialEfficiency.aspx. The WSU team provides analysis up to a feasibility study, as well as third-party review for any more granular analysis. 
 
In the 2024 Supplemental Capital Budget, $40.2 million in revenues generated from the State's Climate Commitment Act (CCA) was appropriated specifically to administer a grant program for greenhouse gas emissions reduction strategies for hard to decarbonize sectors, including industry, aviation, and maritime. This program was established in the 2023-25 Biennial Budget with an initial appropriation of $20 million. A specific industrial decarbonization retrofit project funded through the 2024 Supplemented Capital Budget is $4.8 million in match funding for the replacement of two industrial steam boilers at the Kaiser Aluminum plant in Spokane Valley, WA. Additionally, as detailed in CCA compliance language, regulated industrial facilities can opt to implement emissions reduction measures (e.g., electrification, efficiency, etc.) beyond that which is required and subsequently generate revenues through sale of surplus compliance instruments. 
 
In addition, there are a variety of utility programs to support industrial electrification and efficiency in Washington. Some examples include: 1) Avista's Site Specific Program where industrial customers recieve on-bill incentives for qualifying efficiency projects that result in verifiable energy savings; 2) Puget Sound Energy's suite of Industrial programs, including engineering support to optimize operations for energy efficiency, tools and trainings to develop onsite energy management capacity, and efficiency upgrade incentives, 3) Seattle City Light's suite of financial incentives for large commercial and industrial customers including deep retrofit pay-for-performance, retrofit project development incentives, and supplemental incentives for customers that employ designated energy project managers; 4) Clark Public Utility District's commercial and industrial lighting incentive program, and 5) Tacoma Power's custom efficiency project incentive program.

Wisconsin's Department of Administration and the Wisconsin Economic Development Corporation (WEDC) launced the Green Innovation Fund (GIF) in the second half of 2024. It will provide financial products to support commercial and industrial projects and businesses in speeding up Wisconsin's transition to clean energy. The GIF will use a network of lending partners to attract private capital to finance innovative technologies that reduce energy costs and greenhouse gas emissions, and to support clean energy jobs in the state. It will also collaborate closely with the Department of Energy's Loan Programs Office (LPO) to support financing as a State Energy Financing Institution (SEFI).
