Arkansas offers energy management and other educational training programs targeted at the industrial sector. The primary organization leading these efforts is the Arkansas Energy Office (AEO), a division of the Arkansas Department of Energy and Environment.
The AEO partners with the Association of Energy Engineers (AEE) to offer Certified Energy Manager (CEM) training courses throughout the state. These comprehensive programs cover various aspects of energy management. In addition to CEM training, the AEO also offers other educational programs and workshops focused on industrial energy efficiency. While the AEE is the primary partner for CEM training, the AEO also collaborates with other utilities and industrial organizations to deliver energy education and training programs to the industrial sector.

The California Public Utilities Commission oversees a statewide Strategic Energy Management Program for industrial and agriculture customers through every investor-owned utility in the state. This program provides training and technical assistance programs to industrial facility managers to gain necessary energy management skills and best practices needed to become certified energy managers. These employees are trained to identify short- and long- term energy savings opportunities. These positions also are trained to continually measure and maintain these energy savings measures to increase savings over the long term. The State of Florida does not offer energy management training certifications. However, several statewide organizations such as the Association of Energy Engineers-Sunshine Chapter (AEESC) do offer CEM and other energy training programs. Professional organizations such as ASHRAE and USGBC-Florida also offer specialized training that may be credited toward recertifying professional engineer licenses. Idaho’s universities and community colleges have several educational opportunities to support the industrial energy workforce. These include:
The Industrial Assessment Center (IAC), a partnership of Boise State University and University of Idaho, sponsored by the U.S. Department of Energy and managed by Idaho’s Center for Advanced Energy Studies (CAES) Energy Efficiency Research Institute. IAC provides hands-on training for those interested in the industrial energy engineering field. Students work with the IAC to develop facility energy assessments for small and medium-sized manufacturers.
The Energy Systems Technology and Education Center (ESTEC) established in Idaho State University’s College of Technology. ESTEC integrates the education and training required for graduates to maintain existing plants. They also learn to install and test components in new plants in various key areas of technology, including electrical engineering, instrumentation and control, mechanical engineering, wind engineering, instrumentation and automation, nuclear operations, and renewable energy.
The Energy Systems Technology Program launched by the College of Eastern Idaho in 2010; it provides the first year of this two-year program at the CEI campus. After first year completion, qualified students enter the second year of the ESTEC program at Idaho State University. The program equips students to become energy systems maintenance technicians with mechanical, electrical, and instrumentation and control skills.

The Indiana Economic Development Corporation (IEDC) offers a workforce development program within its toolbox called the Skills Enhancement Fund (SEF), which reimburses employers for up to 50% of the cost of training or re-skilling an employee. The IEDC does not limit the type of industry training that can be applicable under SEF, so it is possible that educational programs such as a Certified Energy Manager (CEM) could be supported through state investment.

In Maine, CEM and other industrial energy workforce training is available through online AEE courses and at some regional career center hubs that help folks identify and acquire training. The community colleges offer a variety of technician and auditor courses.
More generally, Efficiency Maine Trust (EMT) monitors workforce capacity and skillsets as part of its planning and implementation of efficiency programs. Where EMT identifies specific skills needed for designing, installing, and maintaining high-efficiency equipment, it may support targeted training and other means of promoting quality assurance. For example, EMT has sponsored trainings in commercial building energy management and lighting, supported classes for facility managers, hosted webinars for contractors to learn about the latest technology developments, and facilitated continuing education credits for real estate agents or other trade professionals on issues related to energy conservation. Specific trainings for installers and building contractors will be offered as appropriate during the Triennial Plan V period when new technologies come on the market or as the Trust becomes aware of evolving technologies or building energy codes. These specific trainings complement annual trainings provided by the Trust for trade allies on programs, incentives, and incentivized measures.
The Maine Climate Council's Industrial Innovation Task Force was launched in to help Maine’s industrial sector meet the state’s goal of holding industrial greenhouse gas emissions flat in Maine through 2030 and reducing them through 2050, while encouraging continued economic growth. The Task Force serves as a forum for members to learn about opportunities for increasing industrial efficiency and new technologies and processes for reducing greenhouse gas emissions. Through engagement between members of the Task Force and other industry experts, the Task Force will explore opportunities for innovation and pilot projects to reduce emissions, such as combined heat and power and other fuel switching applications, as well as associated funding opportunities.
In 2022, the Maine Governor's Energy Office launched the Clean Energy Partnership to advance Maine’s clean energy, economic development, and workforce goals as outlined in the state climate action plan, Maine Won't Wait. The primary goal that the Clean Energy Partnership intends to achieve is to more than double Maine's clean energy workforce to 30,000 by 2030.

The Massachusetts Program Administrators (PAs), under the brand name “Mass Save,” hold formal and informal trainings for the commercial and industrial sector. Massachusetts Energy Efficiency Partnership (MAEEP, maeep.org) is a training program sponsored by Eversource and National Grid through energy efficiency funding and administered by the Center for Energy Efficiency and Renewable Energy at UMass Amherst. About 10-12 sessions are offered each year on various energy efficiency topics. MAEEP trainings offer CEU credits for participants interested in maintaining their professional certifications (PE, CEM, etc.).
The PAs encourages workforce development training for industrial customers and vendors by subsidizing Building Operator Certification (BOC), the certification and training program for building maintenance staff and engineers. The PAs also offer many customized trainings for industrial customers focusing on specific measures. These trainings are typically associated with measures that are complex or new in nature and are often performed with the support of product manufacturers with onsite facility managers.

Minnesota has a building operator certification (BOC) program run by the Midwest Energy Efficiency Alliance (MEEA). BOC is a training and certification program for building engineers and maintenance personnel designed to encourage leadership in their fields and identify energy efficient opportunities in their building(s). It covers building operation and maintenance and offers an in-depth look at the best ways to manage a facility, from the latest tips to technologies. Some MN utilities (e.g. CenterPoint and Minnesota Energy Resources Corporation) offer rebates to encourage the training and certification of building operators who complete different levels of the BOC training.

Missouri offers Building Operator Certification (BOC) for operations and maintenance staff working in public, commercial and institutional buildings. The training offers a series of courses on the energy and resource-efficient operation of buildings. New Mexico works to coordinate DOE Industrial Technical Assistance support with local industrial facilities. New Mexico's Energy, Minerals, and Natural Resources Department has recently tasked a new position, the Economic and Energy Diversification Coordinator with inventorying renewable energy training and educational programs in New Mexico. NM EDD (assisted by staff from EMNRD) has a Rural Efficient Business Program that puts on energy efficiency webinars and interviews energy efficient businesses (including industrial businesses) around the state.

NYSERDA’s Strategic Energy Management (SEM) Program initially launched in 2017 provides free energy coaching assistance to guide large industrial customers through the SEM process. Industrial customers learn the plan, do, check, act process with other industrial facilities over a 12-month engagement. In a series of on-site meetings or webinars, the peer to peer exchange allows facilities to incorporate a continuous energy improvement practice into their business. In 2020, NYSERDA expanded the SEM Program providing technical guidance using the 50001 Ready platform for companies willing to undertake SEM in a self-serve format and modified its approach due to the challenges of COVID-19. In 2021 and presently, NYSERDA continues to support SEM with virtual treasure hunts and one on one SEM energy coach via webinars and has expanded to include commercial facilities.

The Intermountain Industrial Assessment Center (IIAC), contracted and partially financed by the Utah Office of Energy Development, provides training on a variety of assessments performed in facilities to save energy and money. As part of IIAC's services, they deliver a detailed, professional report which includes an analysis detailing engineering and economic calculation of potential energy saving ideas.
