Arkansas has several initiatives to build a diverse and inclusive workforce in the energy and industrial sectors. The Arkansas Division of Workforce Services (DWS) focuses on providing equal opportunities and access to workforce training programs for underrepresented groups, including minorities, women, veterans, and individuals with disabilities. They offer specialized programs and services to help these individuals gain the skills and knowledge necessary for success in the workforce. The California Workforce Development Board has numerous initiatives for collaborating with industry to build the workforce needed for a low carbon economy. This includes the High Road Training Partnerships program which creates training partnerships to facilitate immediate or eventual GHG emission reductions in the state. The Connecticut Office of Workforce Strategy was awarded a $23.9 million American Rescue Plan Good Jobs Challenge grant from the U.S. Department of Commerce to support the creation of the Strengthening Sectoral Partnerships Initiative. The initiative provides resources to support ten Regional Sector Partnerships (RSPs) across Connecticut to train and place more than 2,000 people – particularly from historically-underserved communities – in high-demand jobs in four priority sector areas, including manufacturing, healthcare, information technology, bioscience.
The state's Office of Workforce Strategy also runs the CareerConneCT program, which trains local workers in in-demand industries such as energy efficiency. With this support, energy efficiency programs will continue to be a source of energy savings, emissions reduction, and economic development for the state.

In 2023, Atlanta Technical College and Georgia Sheet Metal JATC were awarded DOE funds to provide hands-on job training for clean energy careers, including skills related to installing and maintaing energy efficiency technologies. The Energy Systems Technology and Education Center (ESTEC) established in Idaho State University’s College of Technology. ESTEC integrates the education and training required for graduates to maintain existing plants. Maine's Clean Energy Partnership (CEP) offers funding for clean energy workforce development, and requires that projects be intentionally focused on recruiting, retaining, and advancing women, BIPOC individuals, individuals with disabilities, those with lower educational attainment, those who are under-skilled, and justice-involved individuals.
The CEP developed and recently launched Maine’s first clean energy focused job board and training directory, the Maine Clean Energy Jobs Network. The Jobs Network is an online platform that aims to connect skilled job seekers with clean energy jobs and training opportunities across the state. The Network allows employers to post jobs and reach job seekers interested in joining the clean energy economy while providing job seekers with a centralized hub to explore open positions and clean energy training programs in Maine. The Governor's Energy Office developed the site in coordination with the Department of Economic and Community Development, Department of Labor and the GEO’s Clean Energy Partnership.

MA Program Administrators (PAs) serve on Massachusetts Clean Energy Center’s (MassCEC) Clean Energy and Workforce Development Equity Working Group. This group meets on a quarterly basis. The New Mexico Department of Workforce Solutions received a competitive State Apprenticeship Expansion Formula, Round 2 (SAEF2) competitive grant from U.S. Department of Labor to establish the Energizing, Building and Connecting Through Apprenticeship Program. The program will expand and modernize Registered Apprenticeships across New Mexico while creating and strengthening career pathways to skilled jobs with competitive wages in areas that will support clean energy and infrastructure development.

NYSERDA’s On-the-Job Training Program for Energy Efficiency and Clean Technology (“OJT Program”) I coordination with the NYS Department of Labor, provides up to 75% of the wages for a new hire at a clean energy business for a four to six month “on-the-job training period.” The program offers higher incentives, favorable participation paths, and certain requirements for ensuring a substantial portion of program funding goes toward the hiring of disadvantaged community residents and diverse business enterprises. As of December 2023, 187 businesses have participated in NYSERDA’s OJT Program, having hired 1,685 new workers to date since the program launch in 2018.

North Carolina offers a number of state-supported job trainings and workforce programs. In 2018, Governor Roy Cooper issued Executive Order 80 which directed the state to inventory and create plans to meet industry's workforce needs, particularly in response to an expanding number of clean manufacturing jobs. Specific programs include the state's use of Workforce Resilience grants to help community college students achieve a state or industry recognized credential. Pennsylvania has over 300 training programs in electrical, HVAC/R, building performance and energy audits, plumbing, and weatherization. Real Jobs Rhode Island (RJRI) is a demand-driven workforce and economic development initiative implemented by the Rhode Island Department of Labor and Training. The goal of RJRI is to develop partnerships between employers, educators, and community-based organizations to remove communication barriers and improve the fit between workers and employer needs. The Utah Office of Energy Development (OED) is seeking an Energy Pathways Intern to join the State Energy Program (SEP) team. The intern will help advance energy initiatives throughout the state of Utah via education, collaboration, research, and outreach. OED is the state’s primary office responsible for energy and mineral development.
